  - A clue on the border is how many buildings are visible looking along that row or column from that side; a taller building hides every shorter one behind it. top[c] looks down column c; bottom[c] looks up column c; left[r] looks right along row r; right[r] looks left along row r. 0 means no clue.
  - Given digits cannot change.
